1. What are City Pet Licenses?

A City Pet License is when you register your pets with the city and you receive a City Pet License tag for their collar with a number on it that we use to keep track of the pets in the city and who they belong to.

2. How do we register animals for City License?

Per the Arkansas Rabies Law, all dogs and cats must be vaccinated against rabies, by a licensed Veterinarian, either every year or 3 years, depending on the vaccination. After you get the rabies vaccination, you provide the certificate(s) to us and we register the pet(s) using this information.

3. Where do I go to get City License?

4. How much are City Licenses?

If your pets are altered (spayed or neutered), your City Pet Licenses are free to you. If your pets are not altered, your City Pet Licenses are $50 a year per pet, so, equally, $150 for three years (if vaccinations allow).

5. How often do I register my animals?

City Pet Licenses run concurrent with your rabies vaccinations dates. Your licenses expire when the rabies vaccination expires, unless, your animal is unaltered and you only pay for one year at a time.

6. Is there a Leash Law in Rogers?

Yes. All dogs must be confined or in the owner’s physical control at all times. Physical control means a leash . Voice Command is not physical control. Outdoor cats, as long as they are not being a nuisance, are not required to be kept confined. They are, however, required to be altered (spayed or neutered), vaccinated against rabies, microchipped, and licensed with the city. If an outdoor cat does become a nuisance to the neighborhood, it will be required to be kept confined or could be impounded by Animal Control.

7. Is there an ordinance for barking dogs?

Yes. Per Rogers City Code 6-102, an owner is responsible for the prevention of excessive noises emanating from their premises and becoming a nuisance.

8. Are you allowed to have fowl (chickens, ducks, geese, etc.) in the City?

If your property is zoned A-1 for agriculture, you may have as many female fowl as you deem necessary, as long as they are kept confined to your property. If your property is zoned RSF, Residential Single Family (single family houses), you may have fowl, but with regulations. You must have the proper permit. You must must apply for a permit and be inspected within ten (10) days of applying for the permit before the permit is approved. You are allowed up to 4 fowl on your premises, they all must be females and no males, and the coup must be 2 feet off the ground and 25 feet from neighbors’ homes. You can apply for the Fowl Permit at Rogers Animal Services. There is a fee of $5 for the permit. Refer to Rogers City Ordinances 6-228 through 6-230 for more details on fowl in the City.

9. Are swine (pigs, hogs, pot-bellies, mini Julianas, etc.) allowed in the City?

Rogers City Ordinance 6-256 says no person shall keep hogs within the city. This means any type of hogs including, but not limited to, pot-belly pigs and miniature Juliana pigs.

10. Are goats allowed in the City?

If you are zoned A-1 for agriculture, you are allowed to raise goats. If you are zoned any other residential zone, you are not allowed goats on your property unless you have an approved Conditional Use Permit to have livestock on your property. Permits are applied for at City Hall.

11. Does Rogers Animal Services adopt pets out to loving homes?

Yes. We have dogs and cats available for adoption.

12. How do we view your available animals?

There are few ways to view our adoptable animals. You can view our available animals right here on our web page by clicking the appropriate link found on the left side of the page. Additionally, there are three other different websites where you can view our animals: petfinder.com, adoptapet.com, and petharbor.com. And of course there is always the old fashion way, just call (479)621-1197 to make an appointment to  come on down to the shelter and meet them in person. Also, if you come down to the shelter, you will be able to get the animal out of a kennel and meet them or introduce them to the new pet siblings they will be sharing a home with.

13. How long do you hold animals before they are available for adoption?

Animals at our facility are held for six (6) days from the date it was picked up, to give owners a chance to try and find their pet. The animal becomes available for adoption the morning of the seventh (7th) day. We do not accept applications for adoption on animals currently in this holding period.

14. How much is the adoption fee?

Our adoption fee is $61. This will include the alteration (spay or neuter); a microchip; and, depending on age, jurisdiction, or situation, the vaccinations or medications we may have given it while the animal was in our possession.

15. What is the process of adoption?/How do I get approved for adoption?

16. If I adopt an animal from your facility, does it have to get altered?

Yes. As per Arkansas State Statute 20-19-103(a), it is unlawful for any animal shelter, humane organization, or rescue group to release an animal that has not been altered to the new owner; unless it is under three (3) months or not healthy enough to handle the surgery, at which point you will be responsible for making sure it gets altered when it reaches the correct age or state of health. A violation of this statute would result in a citation with a fine of up to $500.

17. Do you accept owner surrenders at your facility?

At our facility, we accept owner surrenders by court order, or, in special cases, at the discretion of the Shelter Manager. If an owner surrender is court ordered or accepted by the Manager, prior to entering the facility, the animal must be altered (spayed or neutered); up-to-date on rabies, DA2PP, and bordatella vaccinations; and there will be a $75 surrender fee per animal.

18. Are there Volunteer opportunities at your facility?

19. Are there any low cost or free alteration and/or vaccination clinics in the area?

Yes, there is a low cost spay and neuter clinic. Spay Arkansas, located in Springdale, open Monday through Wednesday, call 479-756-1100 for appointments;

20. If I have a problem with a critter on my property, am I allowed to set a trap for it?

Yes, but, you must give us a call beforehand as there are procedures and guidelines you must adhere to. We do not loan out traps for dogs or cats, only wild life. If you have a problem with a dog or cat, you will need to call the office. 21. Will Rogers Animal Services set traps on my property for me?

No, but if you do not have a trap of your own, we do have traps available on loan for a fully refundable $50 deposit. We refund the deposit when the trap is returned undamaged.

22. Will Rogers Animal Services service my trap or relocate the animal for me if I use my own trap?

No, Rogers Animal Services does not services traps other than our own.
